Zehrfuss (Francia) e Pier Luigi Nervi (Italia); anche la commissione giudicatrice (Panel of Five) ha natura internazionale, ed è composta da Lucio Costa (Brasile), Walter Gropius (USA), Le Corbusier (Francia), Sven Markelius (Svezia) e Ernesto Rogers (Italia).
